Possess a foreign language proficiency certificate equivalent to level 3 or higher according to the 6-level foreign language proficiency framework of MOET, as per the conversion table below, valid for 02 years from the date of issuance of the foreign language certificate to the date of master&#8217;s exam registration, issued by institutions permitted or recognized by MOET.
